POST GRADUATE DIPLOMA IN CHILD RIGHTS (PGDCR)
The rights approach is founded on the conviction that each and every human being is a holder of rights. A right entails an obligation on the part of the government,to respect, promote, protect, and fulfil it. The legal and normative character of rights and the associated governmental obligations are based on international human right treaties and other standards, as well as national human rights provisions. The Constitution of India guarantees fundamental rights to children along with several legislations.

Despite such avowed commitments for child rights, issues and problems related to children are not featured and figured prominently in the programme of higher academia in India and other south Asian countries. The rights approach of tackling problems and responding to concerns of children is yet to get its due in higher academia. Lately, the growing demands for entitlement and struggle to ensure human rights have proved to be a wake up call for higher academia in general.

Rising consciousness about the rights and entitlements among people in a way made it obligatory for the academia to take cognizance of it and initiate the process of conceptualization, theorization and engagements vis-à-vis child rights.

There have been deliberations and dialogues at various levels regarding the need to have an academic programme on child rights for people who are already working in different capacities but require theoretical inputs . The Tata Institute of Social Sciences (TISS) has always responded to the demands of societal concerns by initiating newer and progressive academic programmes. As a responsible institute of higher learning TISS has the competence and resources to initiate a Post Graduate Diploma programme in Child Rights. This PGDCR programme has been developed jointly with National Law School of India University (NLSIU), Bangalore. NLSIU is a premier Law University in the country and has developed significant experience in the area of Child Rights. The course is being processed through the statutory bodies of NLSIU for formal announcement.

The program is supported by Plan International, India (Plan). It is a child-centred development organisation that aims to promote Child Rights and improve the quality of life of underprivileged children. Started in 1979, Plan International India is part of global family which started in 1979 and currently works in 13 states in India, directly impacting lives of over a million children to ensure that their right to health, education, early childhood care, water, sanitation, disasterpreparedness, household economic and social security, community governance, protection and participation are met. Plan supports children, families as well as communities and works with larger society, to enable them to actualise Child Rights. Plan’s approach involves working closely with the partner NGOs, government and organisations that are actively working for Child Rights.

PGDCR is a full time residential professional programme of instruction, training and field practice, leading to the award of Post Graduate Diploma in Child Rights (PGDCR). The programme will include the components of field engagement, multi and interdisciplinary approach, Networking and research. It will be taught by experienced faculty from TISS and invited experts and practitioners from the field.

The course will be held at the Rural Campus of TISS at Tuljapur. This Rural Campus is located within 100 acres of reforested land at the temple town of Tuljapur in the Marathwada region of Maharashtra.
